With over 30 years in law enforcement, William Ratliff has served in many leadership roles, including Chief of Police, Assistant Chief of Police, Police Commander, and Director of Emergency Management.

Background

William Ratliff brings more than three decades of distinguished service in law enforcement to Proctor Consulting & Investigations Group, where his deep expertise in public safety leadership, emergency management, and media relations enhances our team’s capacity to serve clients with clarity and confidence.

Over the course of his career, William has held a range of high-ranking positions—including Chief of Police, Assistant Chief, Police Commander, and Director of Emergency Management—guiding agencies through complex operations, critical incidents, and strategic transitions. His early service as spokesman and public information officer for the Detroit Police Department gave him a unique command of media strategy and public communication, particularly under high-stakes conditions.

William is also a recognized authority in disaster preparedness and emergency response, with a longstanding commitment to training personnel in both crisis communication and operational readiness. In addition to his public service, he has run a successful public relations firm for over 25 years, advising clients on media relations and crisis management.

For a decade, William served as an instructor at the Chief’s and Police Executive’s Training School for the Michigan Association of Chiefs of Police, shaping the leadership skills of senior law enforcement officials across the state.
